The entire way ground defenses work has been updated.

* Cruisers, Battleships, and Carriers can now destroy base defenses. Carriers have by far the best damage output against defenses, but they can be blocked by AA/fighters
* Your fleet will only engage/be engaged by ground defenses when landing troops
* Only barracks provide defending troops
* The defenses that you would expect to shoot back will now shoot back
* Some defenses have been renamed and repriced to reflect the actual amount of damage they do for the cost of each unit

It's the first of a couple updates I have planned to help break the stagnation. The next big one is probably going to be a win condition for the top player.

The core idea that I'm thinking of is that when the top player gets a big enough advantage, they (mostly) reset , but gain some profile bling and a few other perks to help them get going again. That will probably include some premium currency when the game gets that far.

Not the way you are thinking, no. It'll be like the current renown ships where it's an extra cost on top of the (mathematically calculated) requisition that every ship costs.
